(1) Vendor needs to provide state advocacy services to the government authority located in Orange, CA.– Provide analysis and advice on legislative issues, develop strategies, monitor legislation, advocate for client priorities and interests, and identify funding opportunities.– The ideal firm will have the personnel, resources, experience and expertise to perform the services effectively, efficiently and timely as evidenced by prior experience providing governmental agencies similar services, credentials of staff assigned to the account, and pricing and compensation that is reasonable.– The following deliverables will be expected of the selected firm, including but not limited to:• Weekly (or more often as needed) electronic reports highlighting developments in Sacramento and other key areas of interest.• Monthly (or more often as needed) electronic matrix of agency legislation of interest with positions taken, positions of key associations/stakeholders, and recommended positions for consideration.• Monthly (or more often as needed) electronic reports of advocacy activity, meeting participation, and accomplishments.• Electronic analysis of budget(s), legislation and regulations as needed.• Annual electronic summary of legislative activities, actions taken, impacts to agency, and preview of the next year.• Lobbying disclosure reports, as required by agency, on behalf of agency to the Fair Political Practices Commission.(2) The contract period will be for one year.(3) A non–mandatory pre–proposal tele–conference will be held on August 28, 2026.
