Government of the People’s Republic of Bangladesh Department of Youth Development Economic Acceleration and Resilience for NEET (EARN) Project Level-19, National Sports Council Tower Purana Paltan, Dhaka-1000 www.dyd.gov.bd Memo No.: 34.01.0000.046.38.137.26- Date: 6 September 2026 Request For Expression of Interest (Consulting Services – Firm Selection) Country : Bangladesh Project Name : Economic Acceleration and Resilience for NEET (EARN) Credit No. : IDA-7364-BD Assignment Title : Selection of Training Service Provider for skill enhancement of the officials and instructors of DYD under IDP Procurement. Reference No. : Package No. S43 The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Economic Acceleration and Resilience for NEET (EARN) Project (P178077) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) will include but not limited to the following key tasks : The TMF will provide comprehensive technical, operational, and implementation support to design, develop, and roll out a structured capacity development program for DYD instructors and Upazila-level Youth Development Officers (YDOs), DDs and ADs, in district level and DYD Headquarters (HQ) officials in line with findings and key recommendations of the TNA and the EARN Project Implementation Roadmap. Eligibility Criteria (Mandatory Criteria) The Department of Youth Development (DYD) invites eligible Consultants (firm) to indicate their interest in providing the Services. Interested Consultants (Single Entity/All Partners of JV) should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Eligible Consultants (Firm) means any consultant (firm) shall have (i) Certificate of Incorporation/Evidence demonstrating that the consultant is a legally constituted/registered entity under the appropriate laws of the country of establishment; (ii) Valid trade license (valid up to June 2026), (iii) Tax Registration Certificate along with updated Tax Return Certificate (Up to Tax Year 2024-2025) and (iv) VAT Registration Certificate with BIN. In case of foreign consultant all documents must be submitted in translated English Version (certified copy) along with original copy indicating clearly (i) Certification of Incorporation/ Evidence demonstrating that the consultant is a legally constituted/registered entity under the appropriate laws of the country of establishment; (ii) Trade License (Updated up to June 2026), (iii) Tax Registration Certificate and Tax Return Certificate (Up to Tax Year 2024-2025), (iv) VAT Registration Certificate with BIN as under appropriate laws of the country of establishment. Joint Venture and Authorization/Power of Attorney: Joint Venture (JV) shall be formed with maximum of four (4) partners including the lead partner. In case of JV agreement, the agreement shall be as per government rules of EOI submitting lead partners’ country/in case of intent to form JV, the letter of intent to form JV shall be in the “Letter Head Pad” of each partner. Letter of Authorization: The authorization letter/power of attorney shall include Name, Address, Designation and NID number and original signature of both the authority and authorized representative. If any single entity and/or the lead partner of the JV and/or any partner of the JV submits more than one Expression of Interest (EoI), either individually or as a JV partner, all EoIs submitted will be rejected. However, this does not preclude a firm’s (single entity and/or the lead partner of the JV and/or any partner of the JV) participation as a sub-consultant, or an individual’s (Key Experts) participation as a team member, in that package. Shortlisting Criteria The shortlisting of the Consultants will depend upon a set of criteria, encompassing factors such as the agency's relevance to the scope of work relevant experience, specializations in the arena of the above-mentioned expertise. Any interested consultant (firm) must meet the following criteria to be shortlisted: General Experience (for all cases the years will be counted backward from the date of publishing of REOI) : Single Entity: Experience in conducting nationwide training program and/or training of government officials of at least 7 (seven) years. Joint Venture - Lead Partner: Experience in conducting nationwide training program and/or training of government officials for minimum 7 (seven) years. Joint Venture - Each Non-Lead Partner: Experience in conducting nationwide training program and/or training of government officials for minimum 5 (five) years. Specific Experience: (A Completion Certificate specifying (i) the actual contract/assignment amount and (ii) the period of the assignment is required as evidence to establish the consultant’s specific experience): Single Entity: Experience in conducting nationwide training program and/or training of government officials of at least two (2) contracts of total value at least BDT. 8.00 (eight) crore or equivalent USD (USD Exchange rate of Bangladesh Bank as on the last date of submission of REOI) during last 5 (five) years. Joint Venture - Lead Partner: Experience in conducting nationwide training program and/or training of government officials of at least two (2) contracts of total value at least BDT. 8.00 (eight) crore or equivalent USD (USD Exchange rate of Bangladesh Bank as on the last date of submission of REOI) during last 5 (five) years. Joint Venture-Each Non-Lead Partner: Experience in conducting nationwide training program and/or training of government officials of at least one (1) contract of value at least BDT. 2.00 (two) crore or equivalent USD (USD Exchange rate of Bangladesh Bank as on the last date of submission of REOI) during last 5 (five) years. Financial Capacity: Single Entity/All Partners of Joint Venture (JV) shall demonstrate financial integrity and fund management capacity with audit reports of at least last three years (2022-2023, 2023-2024 and 2024-2025) audited by a reputable chattered accounting firm. Management Capability : Appropriate physical, logistics and communication facilities either direct or through partners (Proof of Office, organogram, management staff, physical, logistic and communication facilities etc.). Key Experts and Non-Key Experts: The firm requires to submit a list of key and non-key expert. No CV/Resume is required in the in the EOI stage. The detailed Terms of Reference (ToR) for the assignment can be found on the following website: https://dyd.portal.gov.bd The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [updated November 2020] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture (JV) and/or a sub-consultancy. In the case of a Joint Venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours [i.e.,09:00 to 16:00 hours] on or before 24 September 2026. Expression of Interest (EoI) shall be delivered through courier service or in person (hard copy along with word files in an USB drive) to the address below by 30 September 2026; 15:00 HOURS Bangladesh Standard Time (BST).
