(1) Vendor needs to provide national performance management research data set and technical and data–sharing support services to the government authority located in Washington, DC.– Ability to secure direct access to probe vehicle data from multiple data providers covering the three different vehicle types.– Geospatial conflation expertise.– Persistent data storage and access.– Compute and deliver freight truck travel time reliability measures.– Deliver travel time reliability measure.– Provide technical support regarding data application and usage for transportation performance measures and disseminate the data to customers through an efficient and easy to use online platform or portal.– Data access and sharing, and technical support.– Technical support must be in the form of e–mail or web–based communication (e.g., Google Meet, Zoom).– GIS Dataset/GIS assistance in conflating the data.
