REQUEST FOR EXPRESSIONS OF INTEREST Consulting Services – Individual Country: Mozambique Project: Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) Process No.: IDA-D9340 Assignment Title: Individual Consultant for the Assessment, Design and Roadmap Development of EDM's GIS Customer Mapping and Systems Integration Framework Reference Number: MZ-EDM-554198-CS-INDV 1. The Government of Mozambique (GoM), hereinafter referred to as "the Borrower," has requested financing from the World Bank to fund the Energy Access Transformation and Sustainable Acceleration Project (ASCENT). The financing resources are implemented through Electricidade de Moçambique, E.P. (EDM), acting as the Project Implementation Agency. In this context, EDM intends to apply part of the financing proceeds for consultancy services. 2. The consultancy services ("the Services") include a time-based contract for an Individual Consultant for the Assessment, Design, and Development of the Implementation Roadmap for EDM's Customer GIS Mapping and Systems Integration Framework, with an estimated total period of twelve (12) months, during which five (5) missions shall be completed. 3. Electricidade de Moçambique, E.P. (EDM) hereby invites eligible Individual Consultants ("Consultants") to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the relevant qualifications and experience to perform the Services. The evaluation criteria will be based on the qualifications mentioned in the ToR and summarized as follows: Degree in Electrical Engineering or a related field, complemented by experience in Business Administration; Minimum professional experience of 15 (fifteen) years in project coordination, registration, designation, and asset management of electrical networks and power generation, transmission, and distribution systems; Demonstrated experience in managing digitalization projects, remote equipment monitoring, and the implementation of centralized databases; Proven experience in the design and implementation of integrated management systems, including Enterprise Asset Management Systems (EAMS), Workforce Management (WFM), and Geographic Information Systems (GIS); Experience in implementing similar projects in Africa; Demonstrated ability to ensure the overall coordination of services, ensuring satisfactory compliance with the requirements established in the Terms of Reference; Demonstrated ability to lead the project team and coordinate the activities of review, development, and implementation of registration, designation, and asset management systems; Excellent oral and written communication skills in English, a high sense of organization, and responsibility; Demonstrated ability to communicate and prepare reports in English; fluency in English is required, and knowledge of the Portuguese language is considered an advantage. 4. The attention of interested Consultants is drawn to Section III, paragraphs 3.15, 3.16, and 3.17 of the Procurement Regulations for IPF Borrowers, 7th Edition, September 2025, which sets forth the World Bank’s policy on conflict of interest. 6. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations. 7.
