(1) Vendor needs to provide workforce and staffing assessment services to the government authority located in Firestone, CO.• Determine whether current staffing levels and deployment practices adequately address existing and future law–enforcement service demands.• Evaluate organizational structure, supervisory span of control, workload distribution, and allocation of sworn and civilian personnel.• Determine appropriate current and projected staffing levels by function, assignment, rank, and operational area.• Evaluate minimum sworn and civilian staffing requirements, including patrol, investigations, supervision, command, records, community services, property and evidence, and administrative support, as applicable.• Analyze authorized, budgeted, filled, vacant, and deployable positions, by function and assignment.• Analyze relief factors and the number of authorized positions needed to sustain target levels of deployable personnel.• Analyze calls for service, incidents, response demand, crime activity, traffic–related incidents, and other measurable workload indicators.• Evaluate investigative staffing, caseloads, case complexity, investigative workload, and required follow–up, and recommend appropriate staffing under future–demand assumptions.• Evaluate the Department’s organizational structure, supervisory layers, span of control, and allocation of supervisory responsibilities.• Evaluate whether duties currently performed by sworn personnel could appropriately be performed by civilian staff, technology, or alternative processes.(2) All questions must be submitted no later than November 4, 2026.
