(1) Vendor needs to provide AI–Based coding assistant solution. – Contractor shall provide a commercially available, cloud–delivered Software–as–a–Service (SaaS) or commercial off–the–shelf (COTS) AI–based coding assistant solution to enhance developer productivity across agency’s software engineering teams.– AI Coding Assistance Capabilities• AI–powered inline code completion and suggestion across all relevant programming languages used at USAC, including but not limited to Java, Python, JavaScript/TypeScript, SQL, YAML, Bash/Shell, and Groovy.• Natural–language–to–code generation: ability to generate functions, classes, tests, and boilerplate from developer prompts within the IDE.• Code explanation and documentation generation: ability to explain existing code blocks and auto–generate inline comments, docstrings, and README content.• Unit test generation from existing code or specifications.• Code refactoring and optimization suggestions.• Vulnerability and security issue identification with remediation guidance integrated into the developer workflow.• Support for multi–file and repository–level context awareness (not limited to single–file completions).– AI Model Quality Standards and Benchmark Evidence• Offerors shall provide evidence of AI model quality using publicly available code–generation benchmarks (e.g., HumanEval, SWE–bench Lite, MBPP, or equivalent). Benchmark methodology, dataset version, and date of evaluation shall be disclosed.• Offerors shall provide representative code acceptance rate statistics from comparable enterprise deployments (minimum two references), including organization type, seat count, and measurement period.– API and Programmatic Access• Offerors shall describe any available API or programmatic access to the AI coding capabilities, including authentication methods, rate limits, and whether API access is included in the seat license or priced separately.(2) All the questions must be submitted no later than July 20,2026.(3) The contract period will be for one year.
