(1) Vendor needs to provide multidisciplinary predevelopment feasibility study service to the government authority located in Windsor, CT.• Provide comprehensive predevelopment feasibility study for a new affordable housing development serving seniors and persons with disabilities.• The feasibility study will:1. Determine site suitability and constraints for housing development.2. Prepare concept plans and a preferred site layout.3. Evaluate development model options.4. Prepare preliminary construction and operating pro formas and an implementation financing strategy.5. Conduct robust public engagement with the target population residents and stakeholders.6. Identify alternative sites and a relocation strategy for one or both ballfields• Feasibility & Environmental Analysis– Boundary/topographic review– Existing conditions assessment (e.g., access, slopes, drainage, utilities, easements)– Geotechnical and soil conditions analysis– Environmental due diligence.– Wetlands delineation and regulatory constraints analysis– Utilities, access, and infrastructure assessment– Zoning and permitting pathway analysis(2) All the questions must be submitted no later than October 16, 2026
