(1) Vendor needs to provide benefits consulting services to the government authority located in New Braunfels, TX. – Provide benefit consultant services to help develop innovative cost saving strategies and financial controls that support long–term sustainability of the self–insurance fund while maintaining market competitive benefits to attract and retain employees. – Provide ongoing evaluation of plan design and vendors, manage self–insurance fund performance, support employee education efforts, and advance wellness initiatives.• Plan performance and analysis• Focus on employee health and wellness• Enhancement of ongoing employee engagement and education strategies• Assistance in developing a long–term strategic plan for employee health care• Development of high–level plan performance reporting• Assistance in developing actuarial and underwriting information• Review and analysis of the agency’s health care data• Exploration of cost containment strategies• Development of employee engagement and education strategies• Evaluation of the employee onsite healthcare clinic and enhanced telemedicine• Assistance with insurance renewals and procurement of third–party administrative services and reinsurance• Serve as point of contact for insurance agents and benefit representatives• Assist in drafting and revising plan documents and summary plan descriptions• Attend and present at employee/retiree meetings as requested• Attend, participate and present at agency meetings as needed• Conduct weekly conference calls and monthly plan update meetings with human resources• Perform actuarial studies to determine long–term cost savings and present findings• Develop effective communication plans and materials for employees and retirees, including open enrollment guides• Provide consultation on voluntary benefit products and wellness incentives• Assist with preparation of Federal and State reports• Provide guidance on federal and state regulations (2) All the questions must be submitted no later than October 13, 2026.
