(1) Vendor needs to provide comprehensive racial equity education and training program services to the government authority located in Denver, CO.1. Increase awareness of the effects of systemic racism on judicial outcomes through structured, evidence–based education.2. Establish protocols for creating a welcoming and supportive environment in which to discuss issues of race and for engaging in such discussions in a structured, and productive manner.3. Build participants’ confidence to facilitate race–related discussions within their districts.4. Create measurable growth in participants’ awareness of racial disparities and key equity concepts.5. Establish a baseline understanding of racial equity principles across all participants.6. Build the internal capacity to sustain and grow the program without ongoing vendor dependency.7. Build trust and belonging within each cohort and across cohort generations – cultivating an ongoing community of practice among participants and alumni so that each new cohort enters an existing network of equity–committed colleagues, and alumni continue to serve as peer resources and equity anchors in their judicial districts(2) All question must be submitted no later than September 4, 2026.
