(1) Vendor needs to provide English language development program service for multilingual learners to the government authority located in Birmingham, AL.– Program shall include standards–aligned instructional resources, digital learning platforms, progress–monitoring assessments, professional learning, and instructional coaching designed to accelerate English language acquisition and improve academic achievement.– Target Student Population: multilingual learners in grades K–12 receiving English language development services.– Instructional program: the proposed program must provide a comprehensive, research–based,and evidence–based English language development curriculum aligned to the Englishlanguage development standards.– Instructional materials shall address the four language domains of listening, speaking, reading, and writing while supporting academic language development across content areas.– Instructional resources: program shall include digital student and teacher licenses, teacher instructional resources, and printed instructional materials, as applicable, to support implementation across elementary, middle, and high school grade spans.– Assessment and progress monitoring: proposed solution shall include benchmark and progress–monitoring assessments that measure student growth in English language proficiency throughout the school year.– Professional learning: provide comprehensive professional development for teachers and instructional staff, including both online and in–person training opportunities.– Instructional coaching and implementation support: provide ongoing implementation support and instructional coaching throughout the contract period.– Technology requirements: digital platform shall be web–based, compatible with commonly used devices and browsers, and accessible for use both during the school day and outside of school when students have access to an internet–connected device.(2) All the questions must be submitted no later than October 5, 2026.(3) The contract period will be for one year.
