Vendor needs to provide ArcGIS mapping services to the government authority located in Virginia.• Establish an accurate, consistent, and complete GIS record of all 400+ miles of trail across all seven Spearhead Trails systems.• Define exactly what trail attribute data rangers should collect in the field, and standardize that collection process.• Produce a single master layer in ArcGIS suitable for both internal trail management and a public–facing trail map.• GIS contractor to work directly with rangers to standardize field data collection and to produce a single, authoritative master GIS layer covering all seven trail systems.• Produce a single master layer in ArcGIS suitable for both internal trail management and a public–facing trail map.• Recommend and configure the appropriate Esri data collection app (e.g., Field Maps or Survey123) compatible with existing GPS modules and its ArcGIS environment.• Build the digital data collection form(s)/templates matching the finalized schema, including required fields, dropdowns, and photo attachment capability.• Assess current ArcGIS licensing/organization and confirm or help establish the appropriate environment for hosting the master layer.• Build a public–facing web map or app (e.g., ArcGIS Instant App or comparable) suitable for embedding on the Spearhead Trails website or sharing directly, drawing from the master layer.
