Vendor needs to provide media buying and campaign development services.1. Media plan development and media buys:– For each campaign, the contractor must conduct research and analysis of demographics to assist with selecting the target audience, identifying and recommending media approaches and outlets to reach the audience, and providing guidance to the agency on the scope of the campaigns.– Communication channels must include radio and television, publication space, outdoor space, and any other media as necessary for advertising and promotional projects.– The contractor is responsible for coordinating the layout and design of artwork as required for formatting with all media outlets, printing, and distribution of materials various campaigns.2. Creative development and artwork:– Customarily, the agency will create artwork for a campaign, and the contractor will complete the media buys. However, the contractor must be able to develop creative materials and artwork as requested by the agency.– The agency has the sole discretion in determining the campaigns for which the contractor will develop creative materials and artwork.– In these instances, the contractor must coordinate the purchase, development, production, printing, and distribution of the creative materials and artwork for the campaign.
