Miner's Motel 18740 Hwy 108 Surplus

Tuolumne County is seeking an experienced development partner to transform the County-owned property at 18740 State Highway 108 in Jamestown into a permanent affordable housing community serving people experiencing homelessness. This facility was purchased using the County’s Encampment Resolution Fund (ERF) Round 3 Lookback award for the purpose of delivering stable, long-term housing paired with supportive services for individuals exiting encampments and others experiencing chronic homelessness in Tuolumne County. The selected proposer will acquire, rehabilitate, and operate the site under a Housing First, low-barrier model, coordinating closely with County departments and community partners to provide on-site services, behavioral-health connections, and tenancy support. The development will be 100% affordable, restricted to households at or below 80% Area Median Income (AMI), and designed to integrate seamlessly into the County’s broader homelessness response system. Through this Request for Proposals, the County aims to identify a qualified organization with the vision, capacity, and experience to deliver a feasible, service-rich housing solution that produces measurable, long-term outcomes. This project offers an opportunity for partners to play a meaningful role in advancing homelessness solutions in a rural community while leveraging public funding, strong local collaboration, and a clear pathway to implementation.
