Garbage and Recycling Reduced Rate Administration

Washington County Solid Waste & Recycling (SWR) division is contracting with a provider to administer Washington County’s Reduced Rate Program which provides low-income rate assistance for residential garbage and recycling collection services, in alignment with Action 14.4 of the 2030 Regional Waste Plan. Washington County is one of Oregon’s most diverse and fastest growing counties and as a public agency it is essential that all programs and services are delivered equitably throughout the community. Further, the County has found that the impacts of the COVID-19 pandemic have fallen disproportionately on low-income families and communities of color. In response to the economic impact experienced during the COVID-19 pandemic and a persistent community need for financial support for the most vulnerable community members, SWR developed an integrated bill assistance program to ensure essential collection services remain accessible. The contractor will provide ongoing support services to the County’s Department of Health & Human Service (HHS) and will work with partner organizations to administer a garbage and recycling rate assistnace program. Contractor will need to have the ability to assess community member’s eligibility, process applications, and utilize a system for notifying applicants of program eligibility outcomes. Contractor should have an established screening process in place for like assistance programs.
