(1) Vendor needs to provide financial and accounting services to the government authority located in Charlotte, NC. – Provide on–call comprehensive, reliable, and inclusive financial and accounting services.– The selected contractors will ensure strong financial stewardship, compliance with federal, state, and Authority regulations, and transparent reporting aligned with industry best practices and the Authority’s goals for accountability, efficiency, and equity.– The contractors will:• Maintain secure, accurate, and complete financial records.• Use inclusive practices that consider diverse stakeholders, including riders, employees, and community partners.• Collaborate closely with Authority leadership, department managers, and external auditors.• Comply with all relevant regulatory requirements (e.g., FTA, state statutes, Authority Financial Policies and Procedures.• Utilize modern accounting software compatible with the Authority’s systems or provide the resources necessary for smooth transition.– Core Accounting Services:1. Financial Recordkeeping:• Maintain the general ledger accurately and timely.• Manage chart of accounts aligned with transit Authority operations.• Document financial transactions daily, including fare revenue, grant receipts, fuel purchases, payroll allocations, procurement activity, and capital project expenses.• Track programmatic expenditures across different funding sources to ensure proper segregation and reporting.2. Accounts Receivable:• Recording accounts receivable transactions and related journal entries in the general ledger, ensuring timely and accurate reconciliation between the accounts receivable subledgers and the general ledger.• Generating invoices for partner organizations or third–party contracts.• Monitoring outstanding balances and providing monthly ageing reports.(2) All the questions must be submitted no later than September 11, 2026.(3) A non–mandatory virtual pre–proposal conference will be held on August 27, 2026.
