– Vendor needs to provide cost–benefit analysis consultant service to the government authority located in Indonesia.– Provide an evidence base to support management planning, investment justification, financing strategies, and policy recommendations by assessing the costs, benefits, opportunity costs, and distributional implications of alternative management and zoning scenarios.– Framework and data assessment.– Assess the relevant establishment, management, operational, and opportunity costs, as well as potential economic and non–market benefits associated with the conservation area.– Conduct economic and financial analysis of the identified scenarios using appropriate indicators, including sensitivity analysis.– Develop evidence–based recommendations for management planning, investment priorities, and sustainable financing, supported by clear documentation of assumptions, uncertainties, and limitations.
