(1) Vendor needs to provide on–call utility and infrastructure financial consulting services on an on–call, as–needed basis to the government authority located in Milwaukie, OR. – Provide on–call financial consulting services related to utility financial planning, utility rate studies, cost of service analysis, System Development Charge (SDC) methodology updates, infrastructure funding strategies, and related financial advisory services.  – Services may include support of the agency’s water, wastewater, and stormwater utilities, Street Surface Maintenance Program (SSMP), Safe Access for Everyone (SAFE) Program, and related infrastructure and transportation funding initiatives.• Utility and infrastructure financial planning and forecasting.• Cost of service and rate studies.• Rate, fee, and financial program implementation support.• System Development Charge (SDC) methodology updates.• Strategic financial and policy advisory services.(2) All the questions must be submitted no later than August 6, 2026. (3) The contract period will be for five years.
