REQUEST FOR EXPRESSIONS OF INTEREST Country: Republic of Tajikistan Project: One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia Grant No.: E452-TJ Assignment Title: Consulting services for establishing a cross-sectoral data exchange on outbreaks and climate-related risks for inclusion in the online platform being developed for the NOHCS Reference No. (as per Procurement Plan): OHP/CS/CQS-2026/09 1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services. 2. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://edavlat.tj//uploads/2026/6/17/47dbc039af89beed08e46ff3e3b3c9be_original.189740.pdf 3. The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selecting the Consultant are: - The consulting firm shall be legally registered and authorized to provide consulting and training services in the Republic of Tajikistan; - The consulting firm shall have at least five (5) years of experience in providing consulting services related to digital health surveillance, public health, veterinary services, food safety, or environmental management; - Successfully completed at least one (1) similar assignment during the last five (5) years involving the data-sharing mechanisms, and/or institutional, regulatory, or governance frameworks, including the preparation of technical concepts, SOPs, or operational guidelines; - Familiarity with the regulatory and institutional framework of the Republic of Tajikistan relevant to public health, veterinary services, environmental management, and inter-agency coordination; - Demonstrated experience working with government institutions of the Republic of Tajikistan especially MOHSPP, CFS, and CEP is required. Previous experience with projects financed by international development partners, including the World Bank, ADB, and UN agencies, will be considered an asset. - The consulting firm's experts must be fluent in both Tajik and Russian languages. Working knowledge of English is required for the Team Leader. 4. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. The selection of consultants will be conducted using the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in February 2025) Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services. 6.
