The selected consultant will conduct a comprehensive cost-benefit analysis to evaluate the feasibility of establishing and sustaining a modular housing factory in the City of Philadelphia through a public-private partnership. Services include assessing the financial viability of potential business and funding models; evaluating governance structures, operational considerations, and associated risks; analyzing alignment with the City's housing and economic development goals; and identifying legal, financial, and operational implications.
