DRA-11461 - USA (Los Angeles, California) - Olympic, Paralympic Games Parcel Locker, Feasibility Assessment and Site Analysis Service - Deadline September 29,2026

(1) Vendor needs to provide olympic, paralympic games parcel locker, micro hub feasibility and optional deployment support service to the government authority located in Los Angeles, CA.• Key activities include development of the Games TDM Strategic Plan, encompassing both passenger and freight strategies, as well as a supporting Communications Strategy. The Strategic Plan identifies priority strategies, implementation pathways, potential funding approaches, and performance measures to guide regional action before, during, and immediately following the Games.• The Strategic Plan identifies priority strategies, implementation pathways, potential funding approaches, and performance measures to guide regional action before, during, and immediately following the Games.• Assess whether parcel lockers and/or microhubs could serve as feasible freight mitigation strategies within or near Games venue locations.• Better understand how agency delivery market, focused on home/business locations, can be responsive to parcel locker and/or microhub strategies, including aspects related to privacy, security, and convenience, among others.• Assess existing conditions of operations (business as usual) versus consolidation through parcel lockers and/or microhubs and understanding benefits, costs, and efficiencies.• Identify potential public–private partnership (PPP) structures, including roles and expectations across public agencies, industry operators and service providers, business establishments, and other stakeholders.• Collect data and exchange information with the private sector to better inform planning and policy processes for the region.• Mitigate congestion, reduce background travel, and support key performance metrics such as reductions in vehicle miles traveled (VMT) and increased zero–emission fleet activity.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 8, 2026.
