(1) Vendor needs to provide comprehensive municipal infrastructure cost–of–service and user fee study services to the government authority located in Duncanville, TX.1. Pavement maintenance fee study:– Compile and validate the city’s applicable street, alley, sidewalk, and bridge inventories.– Review available pavement condition data and identify significant information gaps.– Identify existing revenues currently supporting these assets.– Develop the financial and technical basis needed for city attorney review of any proposed fee.2. Stormwater utility fee study:– Review the current residential and non–residential fee structure, billing units, methodology, impervious–area data, exemptions, credits, appeals, and billing procedures.– Assess best practices in stormwater utility fee billing.– Validate available parcel, GIS, land–use, and impervious–area information.– Develop a multi–year financial forecast while considering inflation.3. Water and wastewater utility fee study:– Customer accounts and classifications.– Water consumption and wastewater billing data.– Operating and maintenance costs.– Purchased water and wastewater treatment and disposal costs.– Overhead costs.– Debt service.4. Integrated analysis and transparency:– Clearly identify data sources, assumptions, exclusions, limitations, and professional judgments.– Avoid allocating the same cost to more than one fee or utility.– Distinguish operating, maintenance, rehabilitation, capital, debt, regulatory, and administrative costs.(2) All question must be submitted no later than October 20, 2026.(3) A contract period will be for one year.
