Vendor needs to provide mixed–income housing developer partnership and financing strategies services.• Agency seeking information from potential development partners, landowners, owner and operators, and financing partners interested in advancing mixed income multifamily housing projects in County through public–private partnerships and other city–supported financing strategies.• Agency is seeking to understand whether such tools could enable projects to incorporate meaningful affordability into developments that might otherwise proceed as market–rate housing or be delayed due to financing constraints.• Intended to help department better understand current market conditions, financing gaps, and how below–market public financing tools or other city incentives may improve project feasibility within the current high–interest–rate and high–cost development environment.• Financing constraints, including gaps in construction debt, permanent debt, equity, insurance, infrastructure, or other development costs.• Tools may include subordinate below–market debt, gap financing, land or lease structures, tax or fee related incentives where legally available, credit enhancement, or other City–supported financing mechanisms.• Final affordability levels, rent restrictions, income limits, and affordability terms would be determined on a project–by–project basis, based on feasibility, underwriting considerations, legal authority, available public resources, and the value created through agency involvement.
