(1) Vendor needs to provide highland diversion bypass prefeasibility service to the government authority located in Longmont, CO. • Gather Background Information: Work with the District and Highland to understand the system, Highland’s operations and maintenance requirements, and infrastructure.• Evaluate fish passage potential: Work with the District as needed to understand potential fish bypass• Develop Bypass Alternatives: Investigate and propose potential infrastructure design alternatives to bypass flows (and potentially fish, if possible)• Select Design Alternative: Work with the District and Highland to select a preferred design alternative, including a consultant–facilitated workshop at the District’s office with District staff and Highland to present and discuss a range of options• Design Report and Board Presentations: Present the final project to the Boards of Directors for both the District and Highland.(2) All the questions must be submitted no later than Aug 7, 2026.
