Description
The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than 'Proposal Submission Date at 'Proposal Submission Time (local prevailing time). The purpose of this Invitation for Bids (IFB) is to establish a contract with a qualified Contractor to provide all Work and Materials for completion of two projects namely: the Traffic Signal and Turn Lane Installation at Rock Landing Drive and Omni Boulevard (UPC 111065) and the Traffic signal Installation at Jefferson Avenue at Pavilion Place (UPC 111035). The Rock Landing Drive and Omni Boulevard project shall entail the construction of new mast arm traffic signals and pedestrian enhancements at the intersection of Rock Landing Drive and Omni Boulevard. The Jefferson Avenue at Pavilion Place project shall entail the construction of a new mast arm traffic signal and pedestrian signals at the intersection of Jefferson Avenue and Pavilion Place. These are Federal Highway Safety Improvement Program (HSIP) supported projects, administered through the Virginia Department of Transportation (VDOT), and will be governed by VDOT technical specifications, standards, manuals, and guides. The projects shall be constructed in accordance with: AASHTO (American Association of State Highway and Transportation Officials) A Policy on Geometric Design of Highways and Streets, 7th Edition, dated 2018, the Virginia Department of Transportation Road and Bridge Specifications, dated 2020 (“R&B Specs”); and the Virginia Department of Transportation Road and Bridge Standards, dated 2016; the Virginia Work Area Protection Manual Revision 2, dated September 1, 2019; the 2009 edition of the MUTCD, Revision 2; and Supplemental Specifications, Special Provisions and Special Provision Copied Notes in this contract. Notice: The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all Bidders that it will affirmatively ensure that any contract entered into pursuant to this solicitation/advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
