Vendor needs to provide cloud–based mass notification system. – To provide a secure, reliable, cloud–based Mass Notification System capable of rapidly communicating emergency and non–emergency information to the public, Village employees, businesses and other designated groups.– Solution shall support emergency communications as well as appropriate non–emergency notifications, including, but not limited to, severe weather, public safety incidents, evacuation or shelter–in–place instructions, missing persons, water service interruptions, boil orders, road closures, significant transportation disruptions and other time–sensitive Village information.– A solution that minimizes reliance solely upon voluntary enrollment and provides options for supplementing Village–maintained subscriber information with legally available residential, business, landline, wireless and/or VoIP contact information.– Be a fully hosted, cloud–based Software–as–a–Service (SaaS) solution requiring no Village–hosted servers or specialized hardware. – Be available 24 hours per day, 365 days per year, excluding scheduled maintenance. – Provide sufficient redundancy, resiliency and geographic diversity to maintain service during local or regional emergencies. – Support simultaneous delivery of notifications through multiple communications channels. – Provide a secure, browser–based administrative interface accessible from Village–authorized computers and mobile devices. – Provide the ability to rapidly initiate notifications from both desktop and mobile environments. – Provide scalable capacity sufficient to notify the entire Village population during a major emergency without unreasonable delay. – Provide continuous vendor technical support for emergency notification issues on a 24/7/365 basis. • Notification Methods– SMS/text messaging; – Voice calls to landline, wireless and VoIP telephone numbers; – Email; – Mobile application/push notification, if available; and – Accessible communications appropriate for individuals with disabilities. • Contact Database• Supplemental Resident and Business Contact Data• Geographic/GIS Targeting• Public Self–Registration• Notification Categories and Subscriber Preferences• Multilingual Communication• Accessibility• Public Warning Integration• Public Safety And 9–1–1 Integration• Internal Village Notifications
