(1) Vendor needs to provide employee benefits brokerage and consulting service to the government authority located in Gilbert, AZ.– Expected to function as a strategic partner, offering guidance on plan performance, workforce health trends, and vendor management– Includes identifying opportunities to improve cost efficiency, monitoring implemented strategies, and ensuring accountability among benefit vendors– Support the Town in maintaining sustainable, competitive employee benefit programs while navigating evolving market conditions and rising healthcare expenses.– Strategic Benefits Consulting• Annual benefits strategy review aligned with the Client’s fiscal year, budgetary constraints, and workforce demographics• Benchmarking of current benefit offerings against comparable municipalities, public sector entities, and regional market data• Identification and evaluation of plan design changes that reduce cost without materially reducing employee value• Compile, analyze, and present a formal Proposal Comparison Matrix with side–by–side plan design, cost, and network access comparisons• Lead all carrier and vendor negotiations with the objective of achieving the most favorable rates and plan provisions for the Client– Cost Containment Programs & Point Solutions• Reference–Based Pricing (RBP) & Network Alternatives• High–Cost Claimant & Specialty Drug Management• Point Solutions & Supplemental Programs• Workforce & Engagement Strategies– Data Analytics & Benefits Intelligence Platform• Self–Service Dashboard Access• Standard Dashboard Views – Renewal Management & Open Enrollment Support(2) A pre–bid conference will be held on July 30, 2026.(3) All question must be submitted no later than August 3, 2026.
