(1) Vendor needs to provide mixed–finance development application services to the government authority located in Green Bay, WI.– Maximize the leveraging of public housing capital and operating funds with private equity, commercial debt, low–income housing tax credits (LIHTC), and other financing sources.– Develop a sustainable mix of deeply subsidized public housing units.– Provide feasibility review for use of units and financing options.– Coordinate required due diligence, relocation, resident engagement, and documentation.– Advise on required resident notices, meetings, and engagement documentation.– Track closing requirements and required documentation.– Prepare development proposal calculator and project financial pro forma using the development partner’s budget.(2) All questions must be submitted no later than November 3, 2026.
