EXTRA-73358 - USA (Pitt, North Carolina) - Unified Development Ordinance Service - Deadline August 28,2026

(1) Vendor needs to provide unified development ordinance service to the government authority located in Pitt, NC.– Develop the agency first Unified Development Ordinance that will consolidate, replace, and modernize the County’s existing development–related ordinances and regulations, including:• Zoning Ordinance• Subdivision Ordinance• Flood Damage Prevention Ordinance• Soil Erosion and Sedimentation Control Ordinance• Stormwater Management Ordinance for Nutrient Control• Riparian Buffer Protection• Manufactured Home Parks Ordinance• Outdoor Advertising Signs Ordinance• Shooting Range Regulations• Addressing Ordinance– Analysis of Existing Ordinances and Plans• Review all existing zoning classifications with recommendations for additions, deletions and modifications, for inclusion in the Table of Permitted Uses.• Evaluate and recommend updates or modifications to the existing Table of Permitted Uses, including new/emerging land uses, particularly solar farms, data centers, and mining operations. – Evaluate and recommend modifications to existing development standards for permitted and special uses.• Review and update the County’s sign regulations and address any shortcomings regarding relevant court cases. Add graphics and images for clear references to sign types and requirements. – Address electronic/digital signage (copy change, maximum luminance, and other performance standards, etc.).• Review and update noise standards and enforcement procedures and assess ways of mitigating noise with key stakeholders (e.g., Pitt County Sheriff’s Department).• Review and update exterior lighting standards for non–residential land uses.(2) The contract period will be for one year.(3) All the questions must be submitted no later than August 7, 2026
