Consultancy Services for a 360º Communications Services Provider — Mozambique Safer Roads for Socio-Economic Integration Program

COUNTRY: Republic of Mozambique NAME OF PROJECT: Mozambique Safer Roads for Socio-Economic Integration Grant No.: IDA-E0780 Assignment Title: Consultancy Services for a 360º Communications Services Provider Reference No . (as per Procurement Plan): MZ-PMU-547104-CS-CQS The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds towards the payment for consulting services. The consulting services (“the Services”) involve provision of integrated 360-degree communications services to UCP, covering strategic planning, execution, monitoring, and evaluation of all institutional, programmatic, and project communications activities, in accordance with national standards and World Bank requirements. The contracted agency shall provide the UCP with the services organized into ten functional areas that comprise an integrated 360° communication offering. All areas must be delivered in a coordinated manner, under a single coordination, with unified contractual governance. The Terms of Reference (TOR) for the primary procurement stage for the assignment can be obtained from the address given below. The Ministry of Transport and Logistics (MTL) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria will be based on section 9 of the Terms of Reference. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
