The City of Manhattan Beach (“City”) invites sealed proposals on the project described herein, Professional Design Services for the Sand Dune Park Improvements Project to be submitted via OpenGov. Proposals will be received until Proposal Submission Time on Proposal Submission Date . Bid Valid: 120 Days Anticipated Start: January 2026 Anticipated Completion: September 2026 or sooner Anticipated Schedule: ACTION DATE NON-mandatory Pre-Proposal Meeting 09/29/2025 at 11:00 AM Last Day to Submit Questions 10/01/2025 at 11:00 AM Proposal Submission Deadline (OpenGov ONLY) 10/14/2025 at 11:00 AM Staff Review of Proposals 10/14/2025 through 10/29/2025 Interview(s) with Top Ranked Consultant(s) and City Negotiations – ( If Needed ) TBD City Council Award 12/16/2025 Contract Execution January 2026 Notice To Proceed January 2026 Single Point of Contact for Questions All questions must be submitted through OpenGov on the website provided in Section 1, Instructions to Proposers. Proposers may not contact any other staff members with questions. OPTIONAL Pre-Proposal Meeting is scheduled for Monday, September 29, 2025 , at 11:00 AM at the Manhattan Beach Sand Dune Park Playground area located at 3299 Bell Avenue, Manhattan Beach, CA 90266. See Appendix E for Location Map. Proposers are responsible for paying their own metered parking costs and obeying all parking signage. Utilization of available street parking along Rosecrans Avenue and Bell Avenue is highly encouraged as no public parking is allowed within the Armory National Guard Parking Lot. Project Description The City is seeking to implement the City Council approved conceptual plan and proceed to final design plans, specifications (with calculations), estimate, and project schedule on the Sand Dune Park Improvements Project. This includes all necessary technical investigations. The Consultant will work closely with the City’s Consultant Project Manager, City Staff, manufacturers, and artists to ensure that the Project is executed in a thorough and timely manner.
