(1) Vendor needs to provide business analyst support service to the government authority located in Philadelphia, PA. • Business analyst support with major concentration on technical assistance to speed the implementation of maintenance, support, and enhancement with web services of the basis2 billing system.• These applications are time–sensitive and could result in delayed or loss of revenue and may have a negative impact on agency mission of providing quality customer service.• Review technical solutions proposed by the billing system developers.• Act as liaison with business and billing system tech team.• Work with the business and billing system tech team to reach appropriate solutions that produce a desired outcome.• Suggest alternate workflow solutions due to system design.• Act as liaison with third parties’ interfaces, utilizing APIs and webservices.• Assist in development of workflow process for basis2, eBilling, AMI software, and other system software tied to basis2.• Attend meetings with business users and billing system tech teams in the role of business advocate.• Assist in requirements definitions; bridge understanding gap between agency and tech team to speed up the implementation schedules.(2) A mandatory pre–bid meeting will be held on September 22, 2026.(3) The contract period will be for one year.
