(1) Vendor needs to provide municipal financial management system and related implementation, data conversion, integration, training, and support.– Solution that strengthens fund accounting, internal controls, reporting and payroll administration while retaining avitar for assessing and tax–related operations unless separately authorized.– These figures are planning context, not certified license quantities. Existing financial and payroll processes include QuickBooks and separate payroll tools, manual time/leave workflows, and Avitar for assessing/tax–related operations.– True governmental fund accounting; multiple funds and departments; configurable municipal chart of accounts; controlled journal entry and recurring entry; interfund activity; fiscal closing/carryforward; opening balances and reconciliations.– Budget preparation and multiple scenarios; operating/capital budgets; amended budgets; department entry with controlled access; current budget–to–actual; appropriation warnings or prevention; controls over commitments and documented overrides.– AP invoice capture, duplicate detection, vendor/tax identification maintenance, approvals, check/ACH, positive–pay output where supported, 1099s, credits/voids and reconciliation; identify optional document capture or invoice automation costs.– AR invoicing, credits, aging, and partial payments; cash receipting, deposits, and departmental reconciliation; banking imports and reconciliation for multiple accounts and pooled cash. Distinguish tax collections retained in Avitar from financial ledger posting.– Provide real–time fund and department budget–to–actual, cash, revenue/expenditure, payroll, debt, capital/project/grant, and audit reports appropriate to each phase.– Provide a public–safe security summary and a separately labeled restricted technical appendix where warranted. Identify the contracting entity, actual product, hosting provider/service, tenant isolation, data and backup locations, subcontractors/sub processors, and offshore access.(2) All question must be submitted no later than November 10, 2026.
