(1) Vendor needs to provide secure, cloud–based records and case management solution.– Provide a securse, cloud–based records and case management solution– The solution shall include all software licensing, implementation services, configuration, data migration user training, maintenance, technical support, and future software updates necessary to provide a fully operational system.– System Requirements. The system shall: i) be accessible through a secure, web–based platform using a dedicated URL without requiring installation of client software, ii) utilize industry–standard encryption for data in transit and at rest, iii) support concurrent access by no fewer than fifteen (15) authorized users, iv) provide role–based security that permits administrators to establish varying levels of user permissions, including read–only, editing, supervisory, and administrative access, v) maintain complete audit logs documenting user access and modifications to records, vi) permit secure access from authorized desktop and mobile devices using commercially available web browsers.– Complaint and Case Management. The system shall support the complete lifecycle of complaints, including i) intake of complaints submitted by members of the public, ii) creation and management of investigative case files, iii) assignment of cases to investigators or staff, iv) tracking of case status throughout the investigative process, v) recording of investigative activities, notes, interviews, findings, and dispositions, vi) management of deadlines, reminders, and follow–up tasks, vii) ability to associate multiple persons, incidents, documents, and evidence with a single case, and viii) searchable case records using multiple search criteria.– Records Management. The system will be able to provide records management capabilities, including i) secure storage and organization of electronic records, ii) advanced search functionality, iii) record indexing and categorization, iv) configurable retention schedules, v) archival and retrieval capabilitiesvi) protection against unauthorized alteration or deletion of records.(2) The contract period will be for one year.
