(1) Vendor needs to provide special counsel services to the government authority located in Vallejo, CA.– Review all Police Oversight and Accountability Commission (POAC) agenda items– Ensure that the items on the agenda do not exceed the subject matter jurisdiction of the POAC;– Attend and provide advice at all regular and special meetings of the POAC;– Attend and provide advice at all POAC closed session meetings;– Provide legal advice concerning police disciplinary matters as it relates to the POAC's duties;– Provide legal advice concerning the powers and duties of the POAC;– Provide legal advice concerning the powers and duties of law enforcement officers;– Provide legal advice concerning civilian oversight of police.
