Description
The Hill Canyon Treatment Plant ("HCTP"), which treats the wastewater of Thousand Oaks, was constructed in the 1960s with major improvements over the following decades providing tertiary level wastewater treatment. As part of the City’s HCTP Master Plan (2020), it was pointed out that the tertiary filters had media replacement within the last five years through a third-party contractor. At this time, a detailed media replacement study and tertiary filter assessment is needed to optimize the system. Additionally, the Master Plan noted, “the tertiary treatment building filter gallery exterior walls exhibit signs of Alkali-Silica Reaction (ASR). The basement soffit/walls show signs of efflorescence (white debris). Overtime ASR can cause spalling in concrete and reduce the strength of concrete. This could compromise the structural integrity of the structures.” The City seeks professional engineering services from a qualified and experienced consulting firm to prepare a media replacement study and perform an engineering assessment of the tertiary filters systems (concrete/structural, electrical, mechanical) and develop a preliminary design report (PDR) outlining the recommendations from the analysis. The PDR recommendations will be used to compile a design project set of plans and specifications. Such services shall include but not be limited to: coordination with HCTP staff and City engineering staff; research/review of the record drawings and site conditions; performing condition assessments of the tertiary filters; preparing draft documents of the media replacement study findings as well as the condition assessment of the overall tertiary filters, attending monthly coordination meetings as needed with the City’s Project Manager, coordinating and attending a workshop to provide the draft recommendations, and incorporating the draft recommendations into a final preliminary design report document. Once the PDR recommendations are known, a set of ready for construction plans and specifications will be prepared.
