(1) Vendor needs to provide public awareness and community engagement strategy services.– The consultant shall provide all labor, materials, facilitation, communications support, data collection, analysis, reporting, and travel necessary to complete the work.• Develop an Engagement Framework identifying objectives, audiences, stakeholder groups, engagement methods, schedule, communications channels, participation targets, data collection methods, and reporting procedures. • Develop a comprehensive communications plan that explains the purpose of the project, the role of public input, known corridor conditions and constraints, opportunities for participation, and how community feedback will be used. • Develop public–facing project messaging and materials, including fact sheets, frequently asked questions, meeting notices, press releases, social media content, digital content, presentations, and other outreach materials as appropriate. • Employ innovative outreach techniques to increase participation, particularly among populations that may be underrepresented in conventional public meetings. • Use surveys, interactive mapping, visual preference exercises, digital platforms, or other tools to collect geographically and demographically diverse input when appropriate. • Maintain detailed records of the engagement process including public meetings, stakeholder contacts, surveys, digital engagement, comments, and other engagement activities.
