RFP for Vacant Property Tax Hearing Services

The City of Oakland, Finance Department, Revenue Management Bureau, is seeking proposals from qualified individuals or firms to provide impartial hearing services related to contested Vacant Property Tax assessments. The selected contractor shall provide timely and professional case review and administrative hearing services; conduct factual determinations based on submitted materials and testimony; and review, analyze, and weigh evidence to render decisions on contested Vacant Property Tax assessments in compliance with 2018 Measure W, Oakland Municipal Code Chapter 4.56, and all applicable City regulations.
