(1) Vendor needs to provide multi–fund investment management services to the government authority located in Newton, MA. – Investment management:– Manage authorized investments, execute trades, monitor risk and policy compliance, rebalance balanced accounts, reinvest income consistent with approved needs, and maintain Treasury ladders.– Establish pre–trade and post–trade controls by account.– Custody and asset protection:– Assets shall remain with a qualified custodian approved by the city, with account titles identifying city or fund ownership.– The manager must disclose any affiliation and permit independent custody where practicable.– Reporting and reconciliation:– Provide electronic PDF and editable spreadsheet reports, plus paper copies on request: monthly reports within 15 business days after month–end; quarterly reports within 20 business days after quarter–end; and fiscal–year reports for June 30 within 30 business days.– Provide calendar–year reporting on request. Final report formats are subject to City approval before service begins.– Meetings and client service:– Provide quarterly reviews with Treasury and at least one annual presentation for each fund’s governing body if requested; meetings may be combined where the City approves.– Transition and termination support:– Provide a written implementation schedule, account inventory and reconciliation, custody setup, authorized–person controls and proposed disposition of existing holdings.– Cybersecurity and continuity:– Maintain access controls, encryption, multifactor authentication, staff training, tested backups and a business continuity/disaster recovery plan.(2) All the questions must be submitted no later than November 20, 2026.(3) The contract period will be for two years.
