COVID-19 Relief Grant for Nonprofit Organizations

The City of Vista is a charter city, incorporated in 1963, located seven miles from the ocean in northern San Diego County. Vista is approximately 19 square miles with a population of 98,381. The City of Vista is dedicated to providing exceptional services, to improving Vista's quality of life, and to enhancing the uniqueness of the Vista community. On March 11, 2021, the $1.9 trillion American Rescue Plan Act (ARPA) was signed into law. ARPA included a $350 billion allocation of Coronavirus State & Local Fiscal Recovery Funds (CSLFRF) to state, local, territorial, and tribal governments. Metropolitan Cities were one of six CSLFRF recipient types and collectively received an allocation of $45.6 billion. The City of Vista was categorized as a Metropolitan City and was allocated $ 26,178,395. On September 28, 2021, the City Council approved the Small Business COVID- 19 Grant Program as part of the City’ s plan for its ARPA allocation. Of the $3,000,000 set aside, City Council directed staff to develop a nonprofit IRC 501(c)(3) grant program with $ 300,000. The City’ s Housing Division will administer the grants. The City of Vista recognizes that the negative economic impacts of COVID- 19 have created new community needs and seeks to support the community through the Vista COVID- 19 Nonprofit Grant Program.
