EXTRA-73679 - USA (St Paul, Minnesota) - Policy-Related and Operational Climate Action Services - Deadline August 27,2026

(1) Vendor needs to provide policy–related and operational climate action services to the government authority located in St Paul, MN.– Services will be related to climate action planning and engineering, with an emphasis on preparedness and response to increasingly variable and extreme climate conditions, planning for greenhouse gases reductions, technical assistance and capacity building, and operational efficiency opportunities.• Climate risk, vulnerability, and preparedness assessments and associated guidance• Problem identification and analysis of operations to determine climate mitigation and/or adaptation interventions• Identification of actions that reduce greenhouse gases and increase climate adaption through energy and/or process efficiency measures• Concept screening, study, and feasibility analyses of possible mitigation and adaptation solutions, including nature–based solutions, with estimates of associated capital, operational, and maintenance costs• GIS analysis and documentation to inform capital projects, operations, and maintenance• Research on the social cost of carbon and potential applications for Council capital planning, operations, and maintenance• Assessment of existing and proposed Council operations and capital projects for climate mitigation and adaptation opportunities• Engineering assessments of operational or procedural changes related to climate actions• Facility energy efficiency and/or energy auditing for residential buildings, operational facilities, and industrial processes. (2) Pre–bid meeting will be held on August 4, 2026.(3) All the questions must be submitted no later than August 7, 2026.
