(1) Vendor needs to provide web–based public–facing electronic titling portal.– Web–based portal for individual owners, businesses, and licensed dealers, optimized for both desktop and mobile applications.– Eliminating paper–based workflows, enhance transaction efficiency, and elevate customer experience through a secure, web–based portal.– Available integrations into other systems related to electronic vehicle titling that would be beneficial to and its customers.– Dealer–specific functionality to manage inventory and complete high–volume reassignment processes.– Seamless integration with BMV systems to update title and vehicle records in real time.– Full transfer–of–ownership functionality, with digital/electronic signatures and automated data validation.– Peer to peer e–title interoperability: Alignment with existing private–party e–title solution, as well as solutions. (2) All questions must be submitted no later than July 22, 2026.
