(1) Vendor needs to provide digital literacy training program services to individuals participating in workforce development and supportive service programs to the government authority located in Morris, NJ.• Close the digital divide for agency participants by building the foundational digital skills required in today's workplace, connecting every skill taught to its use on the job• Prepare participants to earn the Digital Literacy certification• Increase participant engagement, retention, and completion in workforce programs• Prepare participants to advance into AI literacy, occupational training, and employment, treating digital literacy as a stepping stone to a career rather than a standalone outcome• Increase employment placement and retention outcomes• Promote long term self–sufficiency and career advancement1. Digital Literacy Instruction• Instruction shall cover the curriculum, including core computer, internet, and email skills; operating systems; Microsoft Office and Google tools; information literacy; your digital footprint; telehealth access; and cybersecurity. Financial literacy shall be integrated where appropriate to support budgeting, banking, and managing finances online• Instruction shall be delivered through a blended model combining in person, proctored sessions with structured self guided practice, at approximately 30 hours per week over a 4 to 6 week schedule.2. Assessment and Certification• Administer proctored assessments and reassessments• Support participants to achieve the required 85 percent mastery on each assessment3. Individual Alignment and Progress Tracking• Align instruction with each participant's case management plan • Establish and track measurable progress throughout service delivery4. Participant Engagement and Retention• Maintain consistent contact with participants• Use motivational and engagement strategies, and provide real, hands–on practice using computers and workplace tools so participants actively apply skills rather than passively observe5. Staffing, Project Management, and Management Systems• Identify key personnel assigned to the program and their minimum qualifications, including relevant certifications and experience in digital literacy instruction or workforce development• Describe staff–to–participant ratios and caseload standards that ensure adequate instruction and support per cohort(2) All question must be submitted no later than September 8, 2026.
