(1) Vendor needs to provide economic development market analysis and business attraction strategy services.1. Project management:– Prepare a schedule and communication protocol.– Provide monthly progress updates, including completed tasks, upcoming activities, issues requiring city direction, and budget status.2. Review of existing conditions and relevant plans:– The consultant shall review existing background information, policy documents, and planning materials relevant to economic development, land use, infrastructure, and market positioning.3. Stakeholder engagement:– The consultant shall review existing stakeholder engagement and then design and implement a complementary stakeholder engagement process to inform the market analysis and ensure that recommendations reflect local conditions, business perspectives, and community priorities.4. Data collection and analysis:– The consultant shall conduct comprehensive economic and market analysis to identify, evaluate, and prioritize potential second economies and related business attraction opportunities.5. Economic base and market analysis:– Analyze the local and regional economy, including:– Employment trends.– Industry concentration and specialization.– Wages and earnings.– Business counts and establishment trends.– Tax base composition, where data is available.6. Tourism dependency and diversification analysis:– Assess the degree to which the local economy depends on tourism and visitor–serving uses.– Identify economic risks associated with overreliance on seasonal or tourism–driven activity.7. Strategy development:– Business attraction messaging and market positioning.– Business retention and expansion programming.– Real estate and site development readiness.– Infrastructure and broadband needs.– Workforce development partnerships.(2) All question must be submitted no later than July 13, 2026.(3) A contract period will be for one year.
