(1) Vendor needs to provide professional open and continuous consulting support services to the government authority located in Dover, DE. – Provide consulting services to identify and implement best practices into programs, policies, and procedures to improve program operation and accountability and ensure compliance with program requirements and federal regulations.– Program design and project planning associated with implementing new or modified elements of public health programs or initiatives or enhancing existing programs for innovation or system transformation.  – Strategic planning and assessment.– Project management associated with implementing new or modified elements of public health programs or initiatives or enhancing existing programs for innovation or system transformation.– Develop and manage project documentation such as agendas, minutes, risk and issues list, decision logs, and action items lists.– Track action items and escalate issues as appropriate.– Review and establish reimbursement methodologies, systems of value–based payments, incentive payments, and directed payments in accordance with state and federal policies, statutes, and regulations, including public health programs and initiatives.– Financial management support for federal reporting requirements, program projection, and statistical analysis.– Project coordination services for grant management to include, research, data collection, evaluation, and application and report writing.(2) Non–mandatory pre–bid meeting will be held on August 18, 2026. (3) All the questions must be submitted no later than August 4, 2026.
