(1) Vendor needs to provide stream mitigation banking consulting services to the government authority located in Oak Ridge, TN.– Provide professional services for the evaluation, planning, permitting, and development of a wetland and stream mitigation bank.– Develop a regulatory strategy for bank approval.– Assess financial feasibility and long–term sustainability.– Review existing reports, GIS information, watershed studies, utility mapping, and land ownership.– Construction feasibility.– Feasibility analysis.– Develop preliminary grading concepts.– Business and financial analysis.– Topographic surveying.– GIS analysis.– Stream assessment.– Boundary surveying and easement coordination.– Erosion prevention and sediment control plans.– Invasive species management recommendations.– Access road and construction entrance design.(2) All questions must be submitted no later than September 11, 2026.(3) The contract period will be for two years.
