BOOSTING INCLUSIVE GROWTH FOR ZANZIBAR: INTEGRATED DEVELOPMENT PROJECT IDA CREDIT NO: 69140-TZ TENDER NO: TZ-POFP-575401-CW-RFB CONSTRUCTION WORKS FOR INTEGRATED TOURISM DEVELOPMENT, INFRASTRUCTURE AND LIVELIHOOD IMPROVEMENT IN UNGUJA, ZANZIBAR. (Nungwi Village) SPECIFIC PROCUREMENT NOTICE Request for Bids (RFB) 8th October 2026 1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. WB-P811333—8 of 27-08-2021. 2. The Revolutionary Government of Zanzibar has received financing from the World Bank toward the cost of the Boosting Inclusive Growth for Zanzibar: Integrated Development Project (BIG-Z) and intends to apply part of the proceeds toward payments under the contracts for Integrated Tourism Development, Infrastructure and Livelihood Improvement in Unguja, Zanzibar (Nungwi village) - Construction of Village Square, Tourist Information Centre (G+1) and Entrepreneurship Centre, and Retrofitting of the Existing Fish Market with Associated Public Spaces, Parking, Urban Furniture, Tide-Defence Embankment and Food Vending Stalls 3. The Ministry of Finance and Planning now invites sealed Bids from eligible Bidders for the following works : Construction of Village Square, Tourist Information Centre (G+1) and Entrepreneurship Centre, and Retrofitting of the Existing Fish Market with Associated Public Spaces, Parking, Urban Furniture, Tide-Defence Embankment and Food Vending Stalls Time estimated for the completion of the works is 8 months plus 12 months Defect Liability Period 4. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth edition, February 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. 5. Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III: Evaluation and Qualification Criteria (without Prequalification Criteria) of the Bidding Document which includes: Experience as prime contractor: they should have successfully completed at least two (2) contracts of similar nature and complexity within the last ten (10) years, each of a minimum value of TZS 3,500,000,000 but with total value of all contracts equal or more than TZS 7 billion equivalent Minimum average annual construction turnover of TZS 4,500,000,000; calculated as total certified payments received for contracts in progress and/or completed within the last 5 years. Minimum amount of liquid assets, unencumbered real assets, lines of credit, and other financial means for TZS 1,500,000,000; Further details and complete qualification requirements are provided in the Bidding Documents. 5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred and Fifty United State Dollar (US$150) or its equivalent in a freely convertible currency. Bids must be delivered to the address below on or before 10th November 2026 at 11:00 am local time . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below. 8. All Bids must be accompanied by a Bid Securing Declaration.
