(1) Vendor needs to provide substance abuse and mental health services administration unified performance reporting tool.– Secure software as a service solution to support the statewide collection, management, quality review, and reporting of client–level substance abuse and mental health services administration unified performance reporting tool data.– Solution will enable subrecipient grantees to collect required information and facilitate submission of those data to performance accountability and reporting system using currently available batch upload functionality.– Proposed SaaS solution will provide secure, role–based access that allows authorized provider organizations to collect, manage, and maintain only the client records associated with their organization.– The system will support all required assessment events, including baseline assessment, six–month reassessment, annual follow–up (when applicable), and close–out assessment.– Contractor will provide implementation, hosting, ongoing maintenance, technical support, system enhancements, and operational reporting necessary to maintain a reliable SaaS solution throughout the contract term.(2) All the questions must be submitted no later than July 31, 2026.
