(1) Vendor needs to provide financial management review service on an as needed basis to the government authority located in Hudson, MA. – Establish a baseline high–level evaluation of the agency’s finance and financial reporting capabilities, resulting in a list of observations and recommendations for further consideration.• Conduct interviews of key stakeholders.• Evaluate current staffing capabilities and skill gaps: Following meetings with key stakeholders and accumulating a list of areas for further investigation, the consultant should identify if there are any capability shortfalls or skill gaps amongst the existing staff.• Review current performance evaluation and goal setting process for the agency: obtain an understanding of the current performance evaluation process and document if there are areas for improvement to facilitate meeting stakeholder financial information needs and compliance obligations.• Evaluate the current financial system design and planned roadmap of changes: – The consultant should obtain an understanding of the implementation progress and plans. – The evaluation should consider whether the roadmap leads to the ideal financial systems design for the agency and whether the agency has the appropriate resourcing to enact these changes with minimal disruptions to agency operations.• Obtain understanding of the current control environment:– Make note of any areas for improvement in the agency’s control environment that might better support the process improvement process. – This evaluation should include the consultant’s perspectives on the agency’s financial oversight, commitment to quality, tone at the top and commitment to attract and retain employees with the requisite skills and competence to meet the agency’s objectives.• Project meetings: Provide recurring brief status updates to the agency manager and representatives of the select board and finance committee.• Provide final project deliverables to the agency in writing.(2) All the questions must be submitted no later than August 25, 2026.
