(1) Vendor needs to provide comprehensive parks and recreation master plan service to the government authority located in Valdosta, GA. – Provide comprehensive parks and recreation master plan that will guide the authority's capital investment, programming, land acquisition, and operational decisions over the next 10 years.– Conduct an extensive community needs assessment (type of assessment and minimum level to be determined per proposal).– Online engagement platform (interactive map, virtual survey, social media pop–ups).– Pop–up engagement at existing parks or events to reach underrepresented Populations.– GIS–based inventory of all parks, facilities, trails, and open space.– Review of maintenance operations, staffing levels, and asset management Practices.– Review current operating and capital budgets, revenue sources, and cost recovery performance by program and facility type.– Funding strategy and potential funding sources matrix.(2) All the questions must be submitted no later than August 27, 2026.
