(1) Vendor needs to provide non–governmental entities unsheltered housing stability planning service to the government authority located in New Mexico. • Non–governmental entities to develop action–oriented plans for system–level improvements supporting people experiencing homelessness or housing instability, focused on:• A specific geographic area, population, or both (not statewide).• Strengthening organizational and community capacity.• Improving provider readiness, coordination, infrastructure, and effectiveness for housing focused, trauma informed, culturally responsive services.• Enhancing regional ability to collect, synthesize, analyze, and use multi sector data.• Additional goals emerging from the planning process.• Work must involve Continuum of Care partners, Coordinated Entry Systems, outreach teams, and community–based organizations
